The Agency for Electronic Communications and Postal Services started working on March 8, 2001 as an independent regulatory body for the field of electronic communications and postal services. The basic principles and principles governing the Agency in the sector regulation procedures were: providing a safe and predictable environment for the operations of the operator and their significant investments, providing conditions for the implementation and development of new technologies throughout the territory of Montenegro, and encouraging the rational use of limited resources (radio- frequency and numbering / address), encouraging competition, preventing disturbance of competition among operators, resolving disputes between operators, and continuously improving the protection of consumers’ interests.
The Agency is an independent regulatory body that, in exercising public authority in the field of electronic communications, performs regulatory and other tasks determined by law. In performing regulatory and other tasks, the Agency may not receive or request instructions from state and other bodies and organizations or other persons.
